TThe public is invited to this Colorado Department of Public Health and Environment Air Quality Control Commission Meeting on proposed changes to Greenhouse Gas Emissions and Energy Management for the Manufacturing Sector rules online.
The division has released a new rule concept and proposed redlined draft related to Air Quality Control Commission Regulation 27. This regulation is also known as the Greenhouse Gas Emissions and Energy Management for the Manufacturing Sector rules, or GEMM 1 and GEMM 2. The rules set targets to reduce greenhouse gas emissions for Colorado’s largest sources in the industrial and manufacturing sector. The rule concept includes potential revisions to Regulation 27.
The division requests feedback on these concepts by Jan. 5, 2026. Email your comments to climatechange@state.co.us. Include “Regulation 27 rule concept” in the subject line. Please note that the division is no longer proposing a new compliance mechanism or state-managed fund as part of this rulemaking request.
Join the January 7 public meeting to learn about potential changes to Regulation 27. The division will answer questions and offer opportunities for participants to share feedback.
